Bylaws Committee

The Constitution and Bylaws Committee is charged with reviewing the Chapter's Bylaws governing documents and recommending revisions, as necessary. (Bylaws Art. VI, Sec. lI)

Duties

  • The Committee shall recommend revisions of the Chapter's governing documents, when deemed necessary by the Committee, the Executive Board, or the membership.
  • Reviews proposed changes to the Constitution and Bylaws for consistency with existing language in the documents, and for conflict with AALL's Constitution and Bylaws.
  • Drafts appropriate language for amendments to the Constitution and Bylaws.
  • Provides the Secretary with written notification of proposed constitutional amendments at least 45 days prior to the Chapter's annual meeting. (Const. Art. IX, Sec. 1)
  • Provides the membership with written notification of proposed constitutional amendments at least 30 days prior to the Chapter's annual meeting. (Const. Art. IX, Sec. 1)
  • Submits a copy of the Chapter's Constitution and Bylaws to AALL's Constitution and Bylaws Committee for review whenever the documents have been revised. (Const. Art. IX, Sec. 4)
  • Maintains the Chapter's manual of policies and procedures and distributes manual updates to the officers and committee chairs.

Policies

Parliamentarian.  The Chair of the Constitution and By-laws Committee shall serve as Parliamentarian at all Chapter business meetings.  The Chair may delegate parliamentary responsibilities to another committee member or WestPac member in attendance at the business meeting.

Parliamentary Authority.  Robert's Rules of Order, current edition, shall govern all deliberations of the Chapter when not in conflict with the Constitution, Bylaws, or special rules of order of the Chapter. (Bylaws Art. I, Sec. 6)

Constitutional Consistency.  No revisions of the Constitution and Bylaws shall be inconsistent with the Constitution and Bylaws of the American Association of Law Libraries. (Const. Art. IX, Sec. 3)

Passage of Constitutional Amendments.  Proposed constitutional amendments shall become effective when approved by two-thirds of the voting members present at a Chapter annual meeting, or when approved by two-thirds of the membership eligible to vote by ballot delivered by the United States Postal Service or by electronic mail, as determined by the Executive Board. (Const. Art. IX, Sec. 1)

Passage of Bylaw Amendments.  Any bylaw may be adopted, repealed, amended, or suspended by a simple majority of the voting members present at the Chapter annual meeting, or when approved by a simple majority of the membership eligible to vote by ballot delivered by the United States Postal Service or by electronic mail, as determined by the Executive Board. (Const. Art. IX, Sec. 2)
